Because the published guidance is itself a range. Manufacturers quote recoat times against reference conditions, usually around 21C and 50% relative humidity, and the corrections for anything else are given as broad bands rather than an equation. Quoting one precise time would mean manufacturing a precision the source data simply does not have.

Below roughly 10C most paints never form a proper film. That is not solved by waiting a bit longer, so quoting a longer time would only mislead. The app says do not recoat instead, and suggests warming the room or leaving it for a milder day.

In hot, dry air the surface can skin over before the paint has levelled out, and you are left with brush marks in the finish. Quick drying is not automatically good news, so the app flags it rather than reporting an early finish.

Not in indoor mode, which is what you get by default. You set temperature and humidity by hand and the app makes no network requests. Outdoor mode sends a rounded coordinate to look up current weather, and nothing else.
